Eng. Mrs. Emma Kiilu was born in 1957. She holds a Bachelor of Science in Electrical Engineering and a Masters in Business Administration both from the University of Nairobi.
Mrs. Kiilu joined the Ministry of Public Works in 1980 as a graduate trainee. She trained in various organizations including the Kenya Railways,the Kenya Posts & Telecommunications Corporation, and also with the East Midlands Electricity Board and Slough College of Management, in Britain, under a one year British Scholarship. She worked at the Ministry of Works Provincial office Kisumu, where she was in charge of Government projects in Nyanza Province then as a District Works Officer, based in Mombasa in charge of projects in Coast Province.
Mrs. Kiilu left public service in 1994 to establish Therero Associates an electrical/mechanical consultancy firm. She is a registered Consulting Engineer, a member of the Institution of Engineers of Kenya and also a Registered Class A Contractor. Before being appointed a Commissioner in Energy Regulatory Commission, she had served as a Director of the board of Rural Electrification Authority.
