Providing answers that materially improve the prospects for growth is the difficult task. The discussions at PAFO are designed to get at the core of problems by examining what works and why, and what doesn’t work and why; and then trying to understand why persistently the same mistakes are made. PAFO also teases out the issues that facilitate or complicate the negotiations leading up to financial closure.
