Department of Energy invites suitably qualified advisors to bid for the provision of Transaction Advisory services related to REFIT Under the Memorandum of Understanding between the Department of Energy (DOE), National Treasury and the DBSA on Independent Power Producers (IPPs), the DBSA, on behalf of the DOE, hereby invites suitably qualified advisors to bid for the provision of Transaction Advisory services related to the Renewable Energy Feed-In Tariff (REFIT) program. The required skills and experience of the Transaction Advisors, both international and local, are as follows: Financial analysis, with relevant IPP experience Legal analysis, with relevant experience in regulatory matters, drafting and negotiating of power purchase and related agreements Knowledge of international renewable energy markets Technical knowledge in technologies indicated in REFIT onshore wind, solar (CSP and PV), biomass, small hydro, biogas and landfill gas Contract and project management skills Environmental and social (including local economic development) Black Economic Empowerment (BEE) Firms may choose to bid for all the above components or for selected components. Central Electricity Board - Mauritius: Request for Proposals for Curepipe Point Wind Farm Project on BOO Basis

1. The Central Electricity Board (CEB) invites applications for Request for Qualification and Proposals from eligible and qualified bidders for the Development of the Curepipe Point Wind Farm Project on a Build Own Operate (BOO) basis, as more fully described in the bid documents.

2. Qualifications requirements include:

• The applicant should have a minimum Net worth of USD 15 Million at the close of the preceding financial year.
• The applicant should have an average Net Cash Accrual of USD 7.5 Million over the past three preceding financial years.
• The applicant should have experience in developing and successfully commissioning at least 10 MW of wind power projects in single or multiple eligible technical project(s) in the immediate preceding ten financial years from the Proposal for Qualification Due Date.

3. Purchase of Bidding Documents

A complete set of Bidding documents including the Request for Qualification and Request for Proposal in English may be purchased by interested bidders from either or Consultant or from the CEB as listed below against payment of a total non-refundable fee of MUR 10,000 for local purchase in Mauritius (Excluding of 15% VAT), or USD 364 .The method of payment will be either by cash or by crossed bank cheque.

4. Response to Request For Qualification document- CPR-3178

(a) Applications in response to (RFQ) Request for Qualification in sealed envelope clearly marked RFQ-CPR-3178- Curepipe Point Wind Farm Project addressed to the Chairman Tender Committee should be deposited in the Tender Box located at the Registry of the Central Electricity Board, Royal Road, Curepipe on or before Wednesday 29 September 2010 up to 13.30 hrs at latest Mauritian Time. Electronic bidding shall not be permitted. Late applications shall be rejected.
(b) Applications will be opened physically in the presence of the bidder’s representatives who choose to attend in person at the Head Office of the Central Electricity Board, Royal Road, Curepipe as from 13.45 hours on Wednesday 29 September 2010.

5. Response to Request For Proposals document- CPR-3179

(a) Proposals in response to (RFP) Request for Proposals in sealed envelope clearly marked RFP-CPR-3179- Curepipe Point Wind Farm Project addressed to the Chairman Tender Committee should be deposited in the Tender Box located at the Registry of the Central Electricity Board, Royal Road, Curepipe on or before Wednesday 15 December 2010 up to 13.30 hrs at latest Mauritian Time. Electronic bidding shall not be permitted. Late proposals shall be rejected.
(b)Proposals will be opened physically in the presence of the bidder’s representatives who choose to attend in person at the Head Office of the Central Electricity Board, Royal Road, Curepipe as from 13.45 hours on Wednesday 15 December 2010
